Ray Khuo
Chief Human Capital Officer, Tria Federal
As chief human capital officer for Tria Federal, Ray Khuo recently completed the healthcare and retirement, performance management and HR systems policies and data integration of a 600-employee acquisition into a single Tria Federal platform.
He integrated Tria Federal’s HR and talent acquisition teams and processes and stood up a new applicant tracking system.
Khuo said he’s proud of the organization earning two Top Workplaces recognitions while navigating its workforce through all of this change amid new administration requirements and the fallout from DOGE actions.
Tria Federal is also helping government customers operate more efficiently by identifying and retaining top technical and analytical talent who drive mission success by solving complex challenges, building and designing better systems, and operating at peak performance.
“We’ve built a faster, more precise talent acquisition engine through our new applicant tracking system and upgraded employee referral program, getting cleared, mission-ready talent onto contracts faster and reducing disruption to critical missions,” Khuo said.
By investing in retention, career development and scalable HR systems across a rapidly growing organization, Tria Federal gives its customers a stable, experienced workforce — without the cost, risk or growing pains that come with constant turnover or rapid expansion, he said.
Why Watch
In 2026 and into 2027, Khuo and his team are heavily focused on building a new, one-Tria culture. With four heritage companies, they want to honor the best of what came before while forging a new identity that reflects Tria as one blended organization serving its customers’ critical missions.
Khuo and his team are also launching a new career progression structure, a learning and development program (TriaU), and cultural engagement and veteran initiatives to give employees more opportunities to thrive and build their careers.
“All of the success we’ve achieved since I arrived is credited to the human resources and talent acquisition teams showing up every day and putting in the work,” Khuo said.
“Their commitment and dedication, along with the support of our executive leadership, have built often-unrecognized partnerships with our leaders and confidence with our employees, easing the challenges of integration and keeping morale strong through a period of significant change — work that culminated in two Top Workplaces awards. I am proud and honored to lead these organizations in building our best version of Tria yet to come.”
Fun fact: Khuo is a huge fan of his local sports teams, the Washington Capitals and Washington Nationals. Family and friends are a priority, so you can often find Khuo with them at games, yelling at the refs. The games continue to be a terrific bonding experience for Khuo and his family through the highs and lows of the seasons.
