Stephen Tedford
Director, Defense Contract Management Agency
Navy Vice Adm. Stephen Tedford leads the Defense Contract Management Agency, overseeing the organization responsible for contract administration and ensuring defense contractors deliver equipment, systems and services that meet Defense Department requirements.
Tedford brings 35 years of Navy experience spanning acquisition, operational testing, aviation and systems engineering. Before becoming DCMA director in December 2025, he served as program executive officer for unmanned aviation and strike weapons, overseeing the development and delivery of critical weapons and autonomous aviation capabilities.
He previously commanded the Navy’s Operational Test and Evaluation Force and served as vice commander of Naval Air Systems Command. His earlier acquisition assignments included managing a portfolio of 47 aircraft launch and recovery product lines supporting aircraft carriers, amphibious ships, Coast Guard vessels and Marine Corps expeditionary airfields.
Why Watch
In 2026, Tedford is positioned to shape how DCMA strengthens contract oversight, evaluates contractor performance and supports the delivery of mission-critical capabilities across the defense industrial base. His experience managing complex aviation, weapons and sustainment portfolios gives him direct insight into the technical and operational challenges affecting major defense programs.
Tedford’s background in flight testing, systems engineering and acquisition also provides a strong foundation for improving coordination among program offices, contractors and military customers. As the Department of War works to accelerate acquisition while maintaining accountability for cost, schedule and performance, his leadership will be central to balancing speed with effective contract management.
His record includes responsibility for the development, testing and fielding of the Electromagnetic Aircraft Launch System and Advanced Arresting Gear aboard the USS Gerald R. Ford. He also led sustainment efforts for the Navy’s P-3 and EP-3 aircraft fleet and commanded a squadron providing airborne test support for the Pacific Missile Range.
