Paul Courtney
Chief Procurement Officer, Department of Homeland Security
As the Department of Homeland Security’s chief procurement officer and senior procurement executive, Paul Courtney leads the management direction of the department’s acquisition system. He oversees nine Heads of Contracting Activity that provide operational procurement services to DHS components, directorates and offices. His work includes implementing the agency’s acquisition policies, regulations and standards—helping ensure DHS can obtain the goods and services it needs to execute its homeland security mission.
Courtney brings deep federal acquisition leadership experience to the role. Before becoming CPO in 2021, he served as DHS deputy CPO. Previously, at the FBI, he led contracting officers and acquisition of roughly $4 billion in goods and services. He also directed an acquisition business transformation that established a category-management structure, expanded enterprise contracts, standardized business processes and created a more unified way of doing business across the bureau.
That background aligns closely with federal priorities around cost control, operational streamlining and government efficiency. Category management, enterprise contracting and common processes can reduce duplication, strengthen consistency and give mission organizations a more disciplined approach to buying the capabilities they require. Courtney’s current responsibilities place him at the center of applying those principles across DHS’s acquisition enterprise.
Why Watch
Courtney’s track record points to a continued focus on strengthening an integrated, department-wide procurement operation. Going forward, his leadership will be important to maintaining acquisition standards, advancing consistent practices and equipping DHS components with responsive, efficient procurement support. His prior work developing enterprise contracts and transforming acquisition operations makes him a key leader to watch as DHS seeks to deliver mission outcomes while stewarding resources responsibly.
