    Josh Rubin

    Chief Growth Officer, Evolver, LLC

For Josh Rubin, hiring and developing a high-performing team is critical to achieving goals. After working with some of “the best and brightest minds in GovCon” over the past two decades, Rubin brought some of them into Evolver.

That talent addition is one of his most significant achievements in his new role as chief growth officer. “I can’t wait to see what we can accomplish together,” Rubin said.

Today, Evolver helps government customers operate more efficiently with its Integrated Technology Solutions, which provides a modular suite of mission-ready capabilities built for speed, simplicity and measurable impact. EITS lets agencies adopt what they need, integrate quickly, and scale effectively, with one solution or the full portfolio. For example, Evolver TRANSFORM combines Evolver’s digital modernization, cybersecurity and delivery expertise with a modernization platform to rapidly convert legacy systems into modern applications.

“Josh has brought a clear vision for growth that reflects Evolver and our mission of advancement,” said Evolver CEO Mike Santelli. “He understands that sustainable growth comes from developing exceptional people while solving our customers’ toughest challenges through investment in innovation.

“His leadership has strengthened and created a high-performing team that speeds our trajectory as a premier, mid-tier government contractor. Just as importantly, Josh is deeply committed to growing our business by creating long-term, measurable value for our customers, our employees and our partners.”

    Why Watch

Evolver’s breadth of client portfolios means it is focused on innovation and flawless delivery in the most competitive and challenging environments. Its customers want commercially proven secure solutions that reduce cost and administrative burden, so they can invest in serving their core mission. In 2026 and beyond, Rubin’s team is focused on selectively infusing Evolver’s award-winning service delivery with proven AI and automation solutions, like EITS, which complement customers’ secure environments.

“My motivation every day at work is serving colleagues, employees and partners that make a measurable impact every day in securing and modernizing our nation’s IT systems and infrastructure. That is what makes working in GovCon so rewarding,” Rubin said.

Fun fact: Rubin is a product of where he was raised, with midwestern roots in the Detroit area. Despite living in the National Capital Region for over 20 years, he remains an avid Detroit sports fan and advocate for an amazing city. He makes sure he gets to Lions, Tigers and Pistons games as often as he can.
