He has spent nearly four decades at GSA, including more than 12 years in his current position.

Why Watch
In 2026, Koses is helping lead the implementation of the Revolutionary Federal Acquisition Regulation Overhaul, a governmentwide effort to simplify federal purchasing rules, remove unnecessary requirements and improve acquisition outcomes. The initiative has moved into workforce training, rulemaking and institutionalization following the issuance of 49 deviations during its earlier phase.
Koses is focused on preparing contracting professionals and industry partners for the resulting policy changes. This work includes updating acquisition guidance, expanding training through the Federal Acquisition Institute and revising GSA’s acquisition regulations to align with the broader overhaul.
His influence extends beyond GSA through his roles on the Federal Acquisition Regulatory Council and the U.S. AbilityOne Commission. His work with AbilityOne supports federal contracting opportunities that employ tens of thousands of people who are blind or have significant disabilities.
