Julie Anna Barker
Chief Human Resources Officer, MANTECH
In 2026, Julie Anna Barker and her team are redefining MANTECH’s performance management framework to directly connect individual contributions to enterprise strategy. They are creating more clarity around roles, expectations and goals so every person can see how their work contributes to MANTECH’s goals – unlocking workforce capability and accelerating enterprise outcomes – while also connecting to where they want to grow in their own career.
The goal is to create a stronger sense of purpose and make sure MANTECH’s people have both the clarity and support they need to do great work and keep developing. And most importantly, that employees see the meaningful impact of their work.
“2026 has been a year of profound transformation—and in many ways, uncharted territory. I’ve learned that when a complex challenge feels intimidating, it’s often a sign that there’s an opportunity ready to unlock. Reframing those moments opens the door to new ideas and new ways of thinking,” Barker said.
“After decades in HR, I’ve come to really enjoy those uncharted moments. There’s something deeply motivating about facing a new problem, figuring it out and finding a better way forward. It’s what keeps inspiring me. I am always so proud to be able to represent MANTECH as we keep driving HR excellence.”
Why Watch
Barker said that MANTECH never underestimates the power of its people — and accomplishments start with having great people at every level. “That will always be one of our greatest differentiators,” she said.
As CHRO, Barker feels fortunate to have the opportunity to help build the strategies and environment that enable employees to do their best work. It’s also one of her biggest responsibilities.
“What makes 2026 especially exciting is seeing that potential come to life in new ways,” Barker added. “There is so much opportunity ahead, and I’ve never been more energized by what we can accomplish together.”
Fun fact: Barker is currently pursuing her Doctorate of Business Administration at Marymount University—a personal bucket-list goal she has had for more than 20 years. “Watching my children navigate their own college applications a little over a year ago inspired me to finally take the leap. Now that they’re both college freshmen it’s been pretty fun to navigate college together!” Barker said.
