ICF has appointed Gary Barber as group CTO for digital modernization and experience.

Barber brings over 24 years of experience leading technology strategy, digital modernization, cloud transformation, cybersecurity and AI initiatives for the federal government, the company said.

“Gary brings the combination of technical depth, federal mission understanding and business perspective we need to help clients turn emerging technologies into practical, scalable solutions,” said David Birken, ICF senior vice president for digital modernization and experience.

“As our group chief technology officer, he will help connect expertise across our teams, strengthen our technology strategy and accelerate the delivery of secure, mission-ready solutions that create measurable value.”

Barber has built and deployed advanced AI solutions for federal and intelligence community missions, as well as generative AI, large language model and agentic AI products operating in classified production environments.

He has served as a technical fellow at multiple companies, with a background spanning AI product development, cloud architecture, cybersecurity and agile software delivery. Barber also has training in generative AI and credentials in AWS, Microsoft Azure, DevSecOps, Agile and cybersecurity.

“The challenge facing many agencies today isn’t simply adopting new technology. It’s making sure cloud, data, AI, cybersecurity and existing systems work together in ways that improve mission performance without adding complexity or risk,” said Barber. “I’m excited to join ICF and help clients modernize with practical, scalable solutions that deliver real operational value.”
