Expression has appointed Tim Spadafore as CEO and announced the transition of its founder, Abir Ray, to chief strategy officer.
Together, they will guide the company’s next chapter as it expands its AI and data capabilities, invests in its people and remains committed to its customers’ missions.

Spadafore brings nearly three decades of experience in federal technology and national security to the CEO role. He has led organizations through growth while delivering critical technology solutions for government customers.

Expression provides AI and machine learning, data analytics, software development, systems engineering and spectrum engineering services to federal customers. Its technology portfolio includes VOR, an AI-powered decision-support platform that connects data, workflows and AI agents while retaining human oversight.
The platform brings information from multiple sources together, coordinates work across teams and tools, and provides traceable evidence behind its recommendations.

As chief strategy officer, Ray will continue overseeing Expression’s corporate strategy, technology roadmap, growth initiatives and senior customer relationships. He and Spadafore will work together on the company’s technology investments, workforce priorities, business development and customer delivery.
Expression said the leadership structure is intended to support its pursuit of new opportunities while maintaining its focus on technical execution and federal missions.
