Julia Donley
Chief Contracts Officer, Astrion
Julia Donley helped build a unified contracts and procurement organization following the integration of several businesses — positioning Astrion to support customers more efficiently and strategically by standardizing processes and improving cross-team collaboration.
Astrion Chairman and CEO Tom Vice said Donley’s leadership and the business transformation she is helping lead are exceptional. Astrion is aligned around six missions, including five that “defend this world.”
“The sixth helps build the next,” Vice said. “Julia sits at the center of all six, because every commitment we make to a customer runs through her organization, and every supplier we add to our team deepens our industrial impact.”
Vice said Donley continues to expand Astrion’s “proven defense and civil services businesses,” while enabling its defense technology businesses to grow at the speed of demand.
“Watch her over the coming years,” he said. “Leaders like Julia do not just move a company forward. They move our industry forward.”
Why Watch
In 2026, Donley’s team is heavily focused on modernizing contracts and procurement through AI, automation and strategy. A contract lifecycle management system is replacing manual, disconnected processes so their teams can spend more time delivering strategic value across Astrion and for customers. Ultimately, the goal is to help the business move faster while continuing to support mission success.
Donley said her team is helping government customers operate more efficiently by engaging early in the acquisition process to identify the best contracting strategies, and by closing acquisition gaps, including how past performance is recognized under Other Transaction Agreements.
This proactive approach reduces delays, improves collaboration and gives customers confidence to use flexible acquisition approaches without sacrificing credit for strong performance, she said. Together, these efforts position customers for better outcomes from the very start.
“The best contracts leaders don’t just negotiate agreements; they understand the business,” Donley said. “When you combine that perspective with innovation and a relentless focus on the mission, you’re able to help customers solve problems faster and deliver better outcomes.”
Fun fact: Donley prefers travel to almost everything else, and she shares that enjoyment with her husband. The two are about to check off their seventh continent with a National Geographic expedition to Antarctica, a trip they have dreamed of for years.
