Government technology executive, investor and board member Matthew Candy has acquired Avanco International, a technology and services company focused on enterprise case management, human services technology, data analytics, Oracle technologies and application modernization for government agencies.

The acquisition marks Candy’s return to ownership after a career leading growth, acquisitions and operational transformations in government technology. He most recently served as a senior executive at IntelliBridge, where he guided the company’s growth and 2025 exit.

Candy has held executive roles at IntelliBridge, General Dynamics, MANTECH and Arena Strategic Advisors.

Avanco supports mission-critical programs across federal, state and local government. Its capabilities include enterprise case management, human services technology, data analytics, Oracle-based enterprise services and long-term application support.

Through its CAPS platform, Avanco supports child welfare and human services programs across most Pennsylvania counties. The company helps agencies run programs serving children, families and communities, including child welfare, family services and citizen-focused delivery.

“Avanco represents a unique opportunity to build upon a strong foundation of customer success, technical expertise, and mission-focused service,” Candy said. “What attracted me most was the quality of the team, the trust the company has earned from its customers, and the meaningful impact its solutions have on government programs that serve citizens and communities every day.”

Candy said the company’s immediate priorities will focus on supporting existing customers, investing in employees, strengthening technology capabilities and positioning the organization for sustainable growth.

“Our focus is straightforward,” Candy said. “We will continue investing in the people, processes, and technologies that enable our customers to achieve their missions. Government agencies face increasing demands for efficiency, accountability, and measurable outcomes, and Avanco is well positioned to help meet those challenges.”

“Technology plays an increasingly important role in helping government agencies improve outcomes for the people they serve,” he added. “We are committed to being a trusted long-term partner that combines deep domain expertise, proven technology, and mission-focused execution to help government agencies improve outcomes for the people they serve.”
