Patrick Newbold
Chief Information Officer, Centers for Medicaid and Medicare Services, HHS
Patrick Newbold leads IT strategy and operations for one of the federal government’s most complex agencies. As CIO and director of the Office of Information Technology at CMS, he has delivered $750 million in IT savings, driven 70% adoption of AI-powered customer service solutions and generated $101 million in Medicare recoveries through advanced data analytics.
Before CMS, Newbold served as deputy CIO for strategy at NASA, overseeing business, strategy and customer engagement. At the Social Security Administration, he was acting CIO and co-founded the agency’s Office of Transformation, leading digital modernization efforts for an agency serving over 70 million Americans. Earlier, he served as deputy CIO and director of enterprise IT at the U.S. Army Corps of Engineers, where he was responsible for IT service delivery for over 37,000 users.
Throughout his career, Newbold has championed a consistent approach: technology modernization only delivers lasting value when paired with adoption, change management and business alignment. He brings deep expertise in AI integration, cloud computing, zero-trust architecture and enterprise IT platforms, and built a reputation for accelerating data-driven decision-making at scale.
Newbold has served on the Technology Modernization Fund Board since 2023, evaluating federal agency project proposals submitted under the Modernizing Government Technology Act.
Why Watch
Newbold brings a cross-agency track record — CMS, SSA, NASA, the Army Corps of Engineers — that’s rare in federal IT leadership. His focus on AI integration, zero-trust architecture and cloud modernization, paired with a consistent emphasis on adoption and measurable outcomes, positions him as one of the more results-oriented CIOs in the federal market.
